MNRE seeks ALMM wind OEM compliance on cybersecurity rules
The Ministry of New and Renewable Energy (MNRE) has directed all wind turbine manufacturers listed under the Approved List of Models and Manufacturers (ALMM) to submit their compliance status with cybersecurity-related amendments to the ALMM procedure.
The amendment, issued on July 31, 2025, requires original equipment manufacturers (OEMs) to locate their data centres and research and development (R&D) centres within India within one year of the amendment’s issuance. It also prohibits the transfer of real-time operational data outside India and requires operational control of wind turbines to be exercised exclusively from facilities located within the country.
MNRE has asked all ALMM-listed OEMs to submit their compliance status, along with documentary evidence, in the prescribed format by August 31, 2026. The information will allow the Ministry to subsequently conduct random checks and inspections.
Compliance requirements
The amended requirements mandate that data centres and/or servers be located in India, with all wind turbine data stored and maintained domestically. Real-time operational data cannot be transferred outside India, and operational control of wind turbines must be exercised solely from facilities located within the country.
OEMs are also required to establish their R&D centres in India within one year of the July 31, 2025 amendment.
The measures are intended to strengthen the cybersecurity framework for the wind energy sector by addressing data sovereignty and operational security for critical energy infrastructure.
