NHPC invites bids for 80 km transmission line for Jalaun Solar Park
NHPC Limited, on behalf of Bundelkhand Saur Urja Limited (BSUL), has invited bids for the construction of about 80 km of 400 kV transmission lines to evacuate power from the 1,200 MW Jalaun Solar Park in Uttar Pradesh. The contract, estimated at Rs 259.22 crore (including GST), covers the complete development of the transmission network required to connect the solar park with the interstate grid.
BSUL, a joint venture between NHPC and the Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA), is implementing the project to facilitate evacuation of 1,200 MW of solar power from Jalaun district.
The scope of work includes survey, design, engineering, procurement, erection, testing and commissioning of transmission lines connecting the Madhogarh Pooling Substation with the Power Grid Corporation of India Limited (PGCIL) Orai Substation, along with interconnecting lines from the Pathrahi and Orai pooling stations.
Transmission network
The transmission system has been designed for a fault current of 63 kA for one second and comprises three line sections.
The first is a 59 km 400 kV Single Circuit transmission line on Double Circuit towers between Madhogarh and the PGCIL Orai Substation using High Temperature Low Sag (HTLS) conductor with a carrying capacity of 1,500 MVA per circuit.
The second consists of a 13.33 km 400 kV Single Circuit line from Pathrahi to Madhogarh using twin MOOSE Aluminium Conductor Steel Reinforced (ACSR) conductor.
The third section comprises a 6.8 km 400 kV Double Circuit line from Orai to the Loop-in Loop-out (LILO) point on the Madhogarh-PGCIL transmission line using HTLS conductor.
The project specifications also require Optical Ground Wire (OPGW) for communication, composite long rod insulators, and transmission towers designed for a wind speed of 47 m/s, Seismic Zone II and C2 corrosion zone. The contract includes detailed requirements covering route survey, foundation design, tower fabrication, galvanisation, conductor stringing and testing.
Bid conditions
The project will be awarded through an open domestic competitive bidding process using a two-cover system comprising techno-commercial and price bids on the Central Public Procurement Portal.
Only individual bidders are eligible to participate, with joint ventures not permitted. Bidders must also comply with the Public Procurement (Preference to Make in India) Order, 2017, as amended, including submission of the prescribed local content certification.
The eligibility criteria require bidders to have executed electrical infrastructure projects of specified value during the past 20 years, including experience in the supply, erection, testing and commissioning of at least 20 km of transmission lines of 220 kV or above.
Financially, bidders must have an average annual turnover of at least Rs 137.3 crore during the preceding two financial years, a positive net worth, working capital of at least Rs 21.6 crore and a bid capacity not less than Rs 259.22 crore.
NHPC may also conduct an e-Reverse Auction after completion of the e-tendering process, with the starting bid based on the total evaluated price of the lowest bidder.
