Oman to host Middle East’s largest pumped hydro storage project
A consortium led by EDF power solutions has signed three strategic agreements with the Government of the Sultanate of Oman covering a 2,000 MW pumped hydro energy storage project, a 500 MW solar project and the development of a 1,000 MW sustainable digital infrastructure platform. The agreements were signed in Paris on June 29, 2026, during the official visit of a high-level Omani delegation to France.
The agreements were signed in the presence of His Majesty Sultan Haitham bin Tarik Al Said, Sultan of the Sultanate of Oman, and His Excellency Emmanuel Macron, President of the French Republic. They are intended to strengthen energy cooperation between Oman and France while supporting Oman’s energy transition and economic diversification objectives under Oman Vision 2040.
2,000 MW pumped hydro storage project
A framework agreement was signed between a consortium led by EDF power solutions, Oman National Engineering and Investment Co. (ONEIC), TAKHZEEN Oman and Green Universe Enterprise (GUE), and the Government of Oman, represented by the Authority for Public Services Regulation (APSR), to develop the 2,000 MW Jabal Abyad Pumped Hydro Energy Storage (PHES) Project.
The project, located near the Wadi Dayqah Dam, is planned to become the largest pumped hydro energy storage project in the Middle East. It is expected to provide long-term energy storage capacity, enhance grid stability and support higher integration of renewable energy into Oman’s power system.
According to the announcement, the project is also expected to generate in-country value through local procurement, job creation and support for Oman’s construction industry and SMEs.
500 MW solar PPA
A Power Purchase Agreement (PPA) was signed by a consortium led by EDF power solutions, in partnership with ONEIC and OQ Alternative Energy (OQAE), alongside Oman Power and Water Procurement Company, to finance, build and operate the 500 MW Al Kamil Solar PV Independent Power Project (IPP).
The project is intended to increase the share of renewable energy in Oman’s electricity mix while supporting growing demand for reliable, affordable and clean electricity.
Digital infrastructure initiative
The Government of the Sultanate of Oman, EDF power solutions and Synergy Investments also signed a Memorandum of Understanding (MoU) to cooperate on the development of a 1,000 MW sustainable digital infrastructure platform.
The initiative aims to position the Sultanate of Oman as a regional hub for artificial intelligence, advanced computing and cloud services, supporting Oman Vision 2040 and the country’s economic diversification objectives.
Project pipeline in Oman
EDF power solutions stated that the Al Kamil Solar PV IPP is its third renewable energy project in Oman after the 500 MW Manah1 Solar PV IPP and the 120 MW JBB Wind IPP.
The company added that the agreements establish a framework for detailed technical studies, project development activities and continued collaboration among the participating organisations to advance the projects towards implementation.
