Gujarat issues unified renewable energy procedures with storage focus
Gujarat has introduced parallel regulatory frameworks for grid-connected and off-grid renewable energy projects, with battery storage emerging as a central element in the state’s clean energy strategy. On May 5, 2026, the state government approved the Standard Operating Procedure (SOP) for the Gujarat Integrated Renewable Energy Policy-2025, covering project registration, approvals, grid connectivity, and commissioning for solar, wind, hybrid, floating solar, and standalone Battery Energy Storage Systems (BESS).
The SOP is designed to simplify the project development process through a digitized single-window clearance mechanism. It also places strong emphasis on integrating storage systems with renewable energy projects to support grid stability, reduce energy curtailment, and address peak demand requirements.
Alongside the SOP, the Gujarat Energy Development Agency (GEDA) released separate guidelines for off-grid renewable energy projects. The framework applies to solar, wind, and wind-solar hybrid systems, with or without storage, and is intended for entities that remain isolated from the state electricity grid while accessing clean power independently.
The guidelines state that such off-grid projects can contribute toward Renewable Purchase Obligation (RPO) compliance. Distribution companies (DISCOMs) are required to seal energy generation meters and notify GEDA after project completion. In addition, monthly generation data certified by the Chief Electrical Inspector (CEI) is to be submitted to GEDA for RPO accounting.
The framework also introduces strict compliance and safety conditions for off-grid developers. Project developers are required to provide undertakings confirming that their facilities will not connect to the grid at any stage. Electrical drawings and charging approvals before commissioning are subject to clearance from the CEI or the Central Electricity Authority (CEA). The rules further prohibit any physical interconnection with the grid, including cases where electricity is transferred through dedicated lines between premises.
The combined measures aim to expand renewable energy access for off-grid consumers while strengthening monitoring, metering, and safety standards. The state’s latest policy push also reinforces Gujarat’s position as a major renewable energy hub by accelerating approvals and supporting wider deployment of storage-linked clean energy systems.
