CERC to hold hearing on value of X for wind and solar deviations

CERC will hold an online public hearing on December 3, 2025, to finalize the value of X used to calculate deviation percentages for wind and solar sellers under the Deviation Settlement Mechanism and Related Matters Regulations, 2024. The new framework will apply from April 1, 2026.
The hearing follows a consultation launched on September 10, 2025. Stakeholders were first asked to submit comments by October 5, 2025. After requests for more time, CERC extended the deadline to October 17, 2025, through a notice issued on October 1, 2025.
The oral proceedings will begin at 14:30 hours on December 3 via video conference. CERC has invited government bodies, load despatch centres, utilities, CPSUs, generators, transmission and distribution licensees, power exchanges, RE developers, associations, NGOs, IPPs, financial institutions, and consultants.
The value of X decided through this process will determine how deviations from scheduled generation are assessed for wind and solar projects in the next financial year.
