RECPDCL invites bids for three intra-state transmission projects in Maharashtra

REC Power Development and Consultancy Limited has issued three Requests for Proposal to select Transmission Service Providers for new intra-state transmission projects in Thane, Raigad and Dhule. The projects will support rising electricity demand from data centres, industrial users and renewable energy development across Maharashtra. Each project will be awarded through tariff-based competitive bidding on a Build, Own, Operate and Transfer basis for 35 years.

The first project is a 400/220 kV Gas Insulated Substation at Ambernath in Thane. It includes four 500 MVA transformers, a bus reactor and related works. The scope also covers loop-in-loop-out of existing 400 kV lines and a new 220 kV line to Dombivli.  

The second project is a 765/400/220 kV air-insulated substation at Apta in Raigad. It is intended to serve the data centre load in Navi Mumbai and support green hydrogen projects. The substation will link to Mahape, South Kalamb and Dolvi.  

The third project is a 765/400/220 kV air-insulated substation at Balsane in Dhule. It is designed to evacuate 3 to 4 GW of renewable power from the region. The project includes new transmission lines and system modifications. It has a commissioning schedule of 24 months from the Effective Date.  

RECPDCL is managing the bid process. All three projects follow a single-stage, two-envelope process that is conducted electronically through the MSTC platform, followed by an e reverse auction. Bids are due on 09 February 2026.

The selected bidder for each project will acquire full equity in a pre-incorporated Special Purpose Vehicle, apply for a transmission licence from the Maharashtra Electricity Regulatory Commission and transfer all assets at zero cost to the state transmission utility after 35 years.
