REC Power Development and Consultancy Limited (RECPDCL) issued a Request for Proposal (RfP) on 20 June 2025 to select a Transmission Service Provider (TSP) for a new inter-state transmission project. This project will be awarded through the Tariff Based Competitive Bidding (TBCB) route.
The project, titled “Inter-Regional Strengthening between SR Grid and WR Grid” aims to enhance power transfer capacity between the Southern and Western Regions. It is crucial for supporting the Southern Region’s growing electricity demand, expected to reach around 120 GW by 2029–30, and for integrating 2.5 GW of renewable energy at the Bidar pooling station. It also supports green hydrogen readiness in the region.
The transmission scheme includes a 765 kV double-circuit line from Parli New to Bidar. Two line bays each will be established at Parli New and Bidar. The project will also involve installing two switchable line reactors (SLRs) of 240 MVAr at Bidar. Each SLR is composed of six 80 MVAr units. One of these units is already under implementation and may be used as a spare.
The need for the project was confirmed during the 34th CMETS meetings for the Southern and Western Regions in 2024, followed by approvals in the 52nd SRPC and WRPC meetings. It was finally agreed during the 29th NCT meeting in April 2025.
The last date fot bid submission is 22 August 2025. The project will follow a build, own, operate, and transfer model. The scheduled commercial operation date (COD) is 24 months from the effective date.
To qualify, bidders must have a minimum net worth of Rs 250 crore in any of the last three financial years. They must also show a minimum project experience or construction turnover of Rs 500 crore, with each project valued at Rs 100 crore or more. A bid security of Rs 9.60 crore is required.
