Philippines launches first auction for fixed-bottom offshore wind

The Philippines has opened its first competitive auction dedicated to fixed bottom offshore wind projects. The Department of Energy has issued the Notice of Auction and Terms of Reference for the fifth Green Energy Auction, offering 3.3 GW of capacity for delivery between 2028 and 2030.
Energy Secretary Sharon S Garin said the auction sets clear rules and milestones that can move developers from early studies to bankable projects. She said offshore wind can support the country’s long term clean energy plans and help attract global investment.
GEA 5 focuses only on fixed bottom offshore wind, reflecting the current state of grid and port readiness. Winning projects will supply power for 20 years. Payments through green energy tariffs will begin once projects are commissioned and registered with the Wholesale Electricity Spot Market.
The Terms of Reference include an integrated infrastructure plan that links grid connection and port development with project timelines. This approach involves the National Grid Corporation of the Philippines and the Philippine Ports Authority to reduce delivery risks. Pambujan Port in Camarines Norte and Sta Clara Port in Batangas have been identified as key installation hubs.
Successful bidders will receive priority endorsements for grid connection and port scheduling. Developers are expected to prepare wind assessments and detailed infrastructure plans as they enter the bidding process.
