Power Grid Corporation of India Limited (PGCIL) has declared the Commercial Operation Date (COD) for the Western Region Expansion Scheme-XXVII (WRES-XXVII) as April 16, 2025. The project was physically commissioned earlier, on March 26, 2025.

Designed to strengthen the transmission network in Chhattisgarh, the scheme aims to improve power import capability into the state, enhance supply reliability to the Dhamtari substation of Chhattisgarh State Power Distribution Company Limited (CSPTCL), and ease the load on the NSPCL interconnecting transformers (ICTs).

Developed under the tariff-based competitive bidding (TBCB) route on a build, own, operate, and transfer (BOOT) basis, the project was proposed by the Central Transmission Utility (CTU) and deliberated in regional meetings held in December 2021 and December 2022. PFC Consulting Limited (PFCCL) acted as the bid process coordinator.

Scope of Work

  • Construction of an ~80 km, 400 kV double-circuit transmission line between Raipur Pool and Dhamtari, with each circuit rated at a minimum capacity of 2,100 MVA at nominal voltage.

  • Installation of two 400 kV line bays each at POWERGRID’s Raipur Pooling Station and CSPTCL’s Dhamtari substation for line termination.

Raipur Pool Dhamtari Transmission Limited (RPDTL) was incorporated as the special purpose vehicle (SPV) for the project. PGCIL received the Letter of Intent (LoI) on March 3, 2023, and acquired the SPV on March 28, 2023.

The total project cost stood at ₹2.60 billion, with implementation focused entirely in Chhattisgarh.
