PFC Consulting Limited (PFCCL) re-invited Request for Proposal (RfP) bids for selection of transmission service provider (TSP) through tariff-based competitive bidding (TBCB) process for the “Construction of 400/220/132 kV Grid Sub-station with associated transmission lines at Joda/Barbil and LILO of 400 kV Kaniha-Bisra D/C line at 400 kV Sub-station Joda” on February 19, 2025.

The bid submission deadline is April 25, 2025. The process was initially launched in July 2023 but was later annulled.

Odisha Power Transmission Corporation Limited (OPTCL) initiated the project under the TBCB mode on a build, own, operate, and transfer (BOOT) basis, with PFCCL designated as the bid process coordinator (BPC).  

The project scope includes a 400/220 kV substation at Rimuli with 2×500 MVA transformers, multiple 220 kV and 400 kV feeder bays, and bus reactors. It also features a 220 kV GIS (gas-insulated switchgear) substation at the existing Barbil Grid Substation, the LILO of multiple transmission lines, and a 220 kV double circuit high-temperature low sag (HTLS) line connecting Rimuli to Barbil. OPTCL will provide space for key infrastructure components at the Barbil Grid Substation.

The selected bidder will acquire a 100% stake in the project’s special purpose vehicle (SPV), Joda Barbil Transmission Limited, and will be responsible for financing, developing, constructing, operating, and maintaining the project under the RfP terms.
