North Eastern Electric Power Corporation Limited (NEEPCO) has invited bids for the engineering, procurement, and construction (EPC) package for electromechanical (E&M) works at the 240 MW Heo Hydro Electric Project in Arunachal Pradesh. The bidding process, announced on February 27, 2025, will close on April 16, 2025.

The project, located in Shi Yomi District, received approval from the Cabinet Committee on Economic Affairs in November 2024, with an investment of Rs 19.39 billion. The estimated completion timeline is 50 months. The hydroelectric project, with a capacity of 240 MW (3×80 MW), is expected to generate 1,000 million units (MU) of electricity, improving power supply in Arunachal Pradesh and contributing to grid stability.

NEEPCO is developing the project through a joint venture with the Government of Arunachal Pradesh. The central government will provide Rs 1.27 billion in budgetary support for infrastructure development, including roads, bridges, and transmission lines, along with Rs 1.30 billion as Central Financial Assistance for the state’s equity share. Arunachal Pradesh will receive 12% free power and an additional 1% for the Local Area Development Fund (LADF).

Meanwhile, Om Infra Limited has secured the lowest bid (L1) at Rs 2.36 billion for Lot-5b hydro-mechanical (H&M) works at the Dibang Multi-Purpose Project. PES Engineers Private Limited followed as the L2 bidder with Rs 2.42 billion. The Dibang project, located in Lower Dibang Valley, involves the construction of a 2,880 MW (12×240 MW) hydroelectric facility with a 278 m high concrete gravity dam, underground powerhouse, and associated tunnels, requiring an investment of Rs 318.75 billion.
