MNRE revises ALMM rules for co-branded solar PV modules

The Ministry of New and Renewable Energy (MNRE) has updated its guidelines for listing co-branded solar photovoltaic (PV) modules under the Approved Models and Manufacturers (ALMM) Order, 2019. The amendments introduce expanded eligibility, longer validity, and stricter transparency norms.

Under the revised framework, co-branding is now allowed in two cases. In Case I, both the brand owner and the original equipment manufacturer (OEM) must be ALMM-listed, as per existing rules. In Case II, non-ALMM-listed brand owners can collaborate with ALMM-listed OEMs, subject to conditions. These include restricting supply to distributed renewable energy (DRE) projects below 1 MW, ensuring the brand owner is an India-registered entity with no overseas manufacturing, and signing a co-branding agreement with joint warranty obligations.

The validity of co-brand enlistment has been extended from two to four years. However, the approval becomes void if the OEM’s ALMM enlistment ends or the co-branding agreement is terminated.

Non-listed brand owners must undergo mandatory inspections at OEM facilities. The application fee remains fixed at Rs 1,000 per agreement, irrespective of capacity.

Modules under co-branding must mention the names and addresses of both the brand owner and OEM, along with the manufacturing location. These disclosures are aimed at enhancing transparency and quality assurance in the domestic solar module market.
