APERC warns state transmission wing for years of MYT non-compliance

The Arunachal Pradesh State Electricity Regulatory Commission (APERC) has directed the state’s Transmission Planning & Monitoring Zone (TP&MZ) to file its Multi Year Tariff (MYT) petition within one month. The Commission noted that no MYT application had been filed since 2019, despite multiple reminders and notices issued under the 2018 and 2024 MYT Regulations.

TP&MZ cited manpower shortages as the cause of the delay and informed the Commission that a consultant had been hired to prepare the filing. The Commission acknowledged the submission but warned that no further extensions would be granted. It reserved the right to impose penalties under Section 142 of the Electricity Act, 2003 for any further non-compliance.

APERC deferred a proposed Rs 30,000 penalty based on TP&MZ’s commitment to file within a month.

UERC extends PPA for 30 MW biomass plant to 2029 after error correction

The Uttarakhand Electricity Regulatory Commission (UERC) has approved an extension of the Power Purchase Agreement (PPA) between Uttarakhand Power Corporation Ltd (UPCL) and Rai Bahadur Narain Singh (RBNS) Sugar Mills Ltd for its 30 MW surplus biomass plant. The PPA, initially ending in September 2025, will now run through December 17, 2029, aligning with the plant’s 20-year lifespan from its commissioning date in 2009.

The extension corrects an error in the 2015 supplementary PPA, which had wrongly tied the agreement’s term to the original signing date instead of the Commissioning Date (CoD). Both UPCL and RBNS acknowledged the oversight and sought regulatory approval for correction. UERC reaffirmed that, under its Renewable Energy Regulations (2010), the PPA should span the plant’s full useful life—20 years from CoD.

The revised clause sets the new expiry date as December 17, 2029, with UPCL retaining the first right to renew for another 20 years. Both parties have been directed to sign and submit the amended agreement within 10 days.

RBNS supplies 19.1 MW surplus power to UPCL from its biomass project, contributing to the state’s renewable energy targets. UERC disposed of the application after approving the revised terms.
