CERC disposes of ACME petition after CTUIL agrees to consider earlier financial closure documents
The Central Electricity Regulatory Commission (CERC) on 26 May 2025 disposed of a petition filed by ACME Solar Holdings Ltd and its subsidiaries after the Central Transmission Utility of India Ltd (CTUIL) agreed to consider previously submitted financial closure documents in line with earlier Commission directions.
ACME approached the Commission under Sections 79(1)(c), 79(1)(f), and 79(1)(k) of the Electricity Act, 2003, challenging CTUIL’s repeated requests to re-submit financial closure documents under Regulation 11A of the General Network Access (GNA) Regulations, 2022. The company argued that it had already fulfilled these obligations under the earlier Connectivity Regulations, 2009, with documents submitted in 2021 by its SPVs, which had executed power purchase agreements with SECI.
The petition requested either acceptance of the earlier submissions or a relaxation of Regulation 11A(2) to allow compliance through the SPVs rather than the parent company.
During the hearing, CTUIL confirmed that it would assess the documents as per the Commission’s direction in a previous case (Petition No. 147/MP/2025), where a similar matter was addressed.
Based on this assurance and finding that the issue no longer required adjudication, CERC disposed of the case.

APSERC approves 3-tier grievance forum for Department of Power
The Arunachal Pradesh State Electricity Regulatory Commission has approved the Department of Power’s draft for a 3-tier Consumer Grievances Redressal Forum, as required under the APSERC (Consumer Grievances Redressal Forum and Ombudsman) Regulations, 2024 (2nd Amendment).
The Department cited staffing challenges but assured compliance. The Commission acknowledged the effort and approved the draft, confirming its alignment with Regulation 3(ii), which mandates grievance forums at the sub-division, circle, and headquarter levels.
Each tier will include a chairperson, a member from the licensee, and one independent member approved by the Commission. The petition is disposed.
