Max Infra leads bid for NHPC’s Dulhasti Stage II hydro project civil works

Max Infra I Private Limited has emerged as the lowest bidder for a major civil works package for the 260 MW Dulhasti Stage-II Hydroelectric Project in Kishtwar, Jammu and Kashmir.
The contract covers a comprehensive engineering, procurement and construction package under Lot-I, which includes all civil works for the project. The scope of work includes construction of the intake tunnel, desilting chamber, silt flushing tunnel, head race tunnel, surge shaft, pressure shaft and penstock, power house cavern, transformer cavern, tail race tunnel, as well as associated adits and access tunnels.
Financial bids were opened on January 13, 2026. Three bidders were considered after the technical evaluation stage, where one bidder was rejected for being non-responsive. Max Infra I Private Limited submitted a bid of Rs 881.49 crore, undercutting Patel Engineering Limited, which quoted Rs 989.10 crore, and Megha Engineering and Infrastructures Limited, which quoted Rs 1,064.23 crore.
The bids were split between Surface Works (BoQ1) and Underground Works (BoQ2). Max Infra I Private Limited emerged as the lowest bidder for both segments, quoting about Rs 175.996 crore for surface works and Rs 705.495 crore for underground works, resulting in the lowest overall bid.
The project recently received environmental clearance recommendation from the Expert Appraisal Committee under the Ministry of Environment, Forest and Climate Change (MoEFCC).
