MahaGenco floats tender for Varandh Ghat and Koyna Stage-6 PSPs

Mahagenco Renewable Energy Limited (MahaGenco REL) has invited bids for consultancy services to prepare Detailed Project Reports (DPRs) for two proposed pumped storage projects (PSPs) with a combined capacity of 2,200 MW in Maharashtra.

The tender, issued on July 24, 2026, covers the 1,200 MW Varandh Ghat PSP across Pune and Raigad districts and the 1,000 MW Koyna Stage-6 PSP in Satara district.

Project scope

The Varandh Ghat PSP is planned with four 300 MW units, while Koyna Stage-6 will comprise four 250 MW units.

The selected consultant will prepare DPRs for both projects in accordance with the latest Central Electricity Authority (CEA) guidelines. The mandate includes engineering studies, surveys and investigations required to establish the technical and implementation framework for the projects.

The consultant will also undertake the statutory approval process, including preparation of Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP) studies in accordance with Ministry of Environment, Forest and Climate Change (MoEF&CC) guidelines.

The scope extends to securing environmental, forest and wildlife clearances, wherever applicable, along with other statutory approvals required for the projects.

Consultant requirements

MahaGenco REL is seeking consultants with experience in preparing DPRs for hydro or pumped storage projects in India. Bidders are required to have completed DPR work for at least one such project with cumulative capacity of not less than 500 MW and individual unit capacity exceeding 120 MW within the last five years.

They must also have experience in obtaining statutory approvals and securing DPR approval from the CEA.

The consultant will be selected through the Quality-cum-Cost Based Selection (QCBS) method, with technical evaluation carrying a 70% weight and the financial proposal accounting for 30%.

Online bids are due by August 21, 2026, with techno-commercial bids scheduled to open on August 25.

The two projects would add 2.2 GW of proposed pumped storage capacity in Maharashtra as the state expands storage infrastructure to support its power system and growing renewable energy capacity.
