MPERC approves multi-year tariff for BLA Power’s 90 MW thermal project
The Madhya Pradesh Electricity Regulatory Commission (MPERC) has approved BLA Power Private Limited’s petition for determining the multi-year tariff for its 2×45 MW coal-based thermal power project in Niwari, Gadarwara, Narsinghpur. The tariff will apply for the control period from FY 2024-25 to FY 2028-29 under the MPERC (Terms and Conditions for Determination of Generation Tariff) Regulations, 2024.
MPERC noted that the petitioner did not submit projected amounts for certain charges but allowed recovery based on documentary evidence. BLA Power can recover fees paid to MPERC and publication expenses under Regulation 66.1(i). It is also permitted to recover electricity duty on auxiliary consumption, energy development cess for power supplied to Madhya Pradesh Power Management Company Limited (MPPMCL), water charges, and lease charges as per Regulations 66.2 and 66.3.
The approved tariff will be effective from April 1, 2024, until March 31, 2029. Any difference between prior billing under Regulation 7.12 and the newly determined tariff must be adjusted in six equal monthly installments from the order’s issuance date.
BLA Power must implement the order after a seven-day public notice, as required by Regulation 1.30 of the MPERC (Details to be Furnished and Fee Payable) Regulations, 2004. Compliance details must be submitted to the commission.

CERC approves NTPC’s tariff petition for Talcher Stage-I (1000 MW) from 2019-24
The Central Electricity Regulatory Commission (CERC) has approved NTPC Limited’s petition for the tariff determination of the Talcher Super Thermal Power Station Stage-I (1000 MW) for the 2019-24 period.
The approved annual fixed charges (AFC) for the station are as follows (Rs million):

Additionally, CERC approved expenses for mine void filling through a lean slurry system (Rs 270 million in 2020-21) and a dry ash evacuation system for Stage-I (Rs 450 million in 2020-21).

HERC disposes of HPGCL’s petition on DSM order review
The Haryana Electricity Regulatory Commission (HERC) has disposed of Haryana Power Generation Corporation Limited’s (HPGCL) petition seeking a review, clarification, relaxation, or removal of difficulties in implementing the commission’s order dated September 12, 2023. The order was issued under petition registration order no. 04 of 2023 concerning certain provisions of the HERC (Deviation Settlement Mechanism (DSM) and Related Matters) Regulations, 2019.
HERC noted that it had issued the draft DSM Regulations, 2025, in line with the Central Electricity Regulatory Commission (CERC) Regulations, 2024, on January 8, 2025. Stakeholders were invited to submit comments by February 11, 2025, and a public hearing was held on February 18, 2025.
HPGCL had already submitted comments on the draft discussion paper, which were addressed in suo-motu petition no. 03 of 2025. During the hearing on February 18, 2025, HPGCL’s counsel confirmed that the issues raised in its review petition were being considered in the ongoing finalization of the DSM Regulations, 2025.
As a result, HERC found the review petition to be infructuous and disposed of it accordingly.
