JSERC approves PPAs for over 360 MW of solar and thermal power

The Jharkhand State Electricity Regulatory Commission (JSERC) has cleared three power purchase agreements (PPAs) totalling more than 360 MW of electricity procurement from solar and thermal sources. The approvals, issued on November 4, 2025, cover projects by Damodar Valley Corporation (DVC), Jharkhand Bijli Vitran Nigam Limited (JBVNL), and Tata Steel Limited (TSL).
In Case No. 18 of 2024, JSERC approved a PPA between DVC and Green Valley Renewable Energy Limited (GVREL) for 310 MW of solar power. GVREL, a joint venture of DVC and NTPC Renewable Energy Limited, will develop floating and ground-mounted projects at the Tilaiya and Panchet dam reservoirs. The agreement, signed on January 19, 2024, sets a ceiling tariff of Rs. 3.80/kWh for a 25-year term from the commercial operation date, expected by July 19, 2025.
In Case No. 38 of 2025, the commission approved JBVNL’s PPA to procure 2 MW of solar power from a canal-top solar photovoltaic plant at Sikidiri Canal in Ranchi. Developed by the Jharkhand Renewable Energy Development Agency (JREDA), the project will supply power at Rs. 4.04/kWh, with an additional Rs. 0.02/kWh as facilitation charges payable to JREDA.
In Case No. 26 of 2025, JSERC also approved a draft PPA between Tata Steel Limited and DVC for 90 MW of thermal power supply. As a distribution licensee in Jamshedpur, TSL will procure power from DVC’s Mejia (50 MW), Raghunathpur (15 MW), and Koderma (25 MW) generating stations. The five-year agreement will operate on a scheduled mode instead of the earlier consumer mode, with the appointed date effective from the first day of the month following JSERC’s approval. The applicable tariff will be determined by the Central Electricity Regulatory Commission (CERC).
These approvals mark a balanced step toward enhancing Jharkhand’s power mix, combining large-scale solar procurement with continued thermal supply to ensure grid stability and reliable electricity access.
