Four developers shortlisted for Rajasthan HVDC-based ISTS scheme re-tender
Four developers, Power Grid Corporation of India Ltd (PGCIL), Sterlite Power, Adani Energy Solutions Ltd (AESL), and India Grid Trust (IndiGrid), have been shortlisted for the development of an interstate transmission system (ISTS) scheme in Rajasthan.
The scheme, “Transmission system for evacuation of power from REZ in Rajasthan (20 GW) under Phase-III Part I,” involves high-voltage direct current (HVDC) infrastructure and was re-tendered in August following the annulment of the original bidding process.
Housed under “Rajasthan Part I Power Transmission Ltd,” a subsidiary of REC Power Development & Consultancy Ltd (RECPDCL), the project is estimated to cost around Rs 127 billion. Key elements include:
- 6,000 MW, ±800kV Bhadla HVDC terminal station near Bhadla-III substation, Rajasthan
- 6,000 MW, ±800kV Fatehpur HVDC terminal station near Fatehpur, Uttar Pradesh
- ±800kV HVDC Hexa-Lapwing line with Dedicated Metallic Return (DMR) between Bhadla and Fatehpur terminal stations, spanning 950 km
The final developer selection will be announced soon by RECPDCL.
Other ISTS schemes in TBCB mode: Two other ISTS schemes utilizing the tariff-based competitive bidding (TBCB) model are underway. The “Khavda V-A Power Transmission Ltd.” project in Gujarat, with a cost of approximately Rs 250 billion, awarded a letter of intent to PGCIL. Another project, “KPS III HVDC Transmission Ltd.,” is currently in the bidding phase and includes two HVDC terminals near Khavda Pooling Station and South Olpad, with an estimated cost of Rs 120 billion.
