Bharat Heavy Electricals Limited (BHEL) has received a Letter of Intent (LOI) worth Rs 67 billion from Singareni Collieries Company Limited (SCCL) for the engineering, procurement, and construction (EPC) package of the 1×800 MW Singareni Stage-II project, also known as the Adilabad Coal-Based Power Project Stage II. SCCL re-invited bids for the project in March 2024 after the initial invitation in November 2022.
The contract involves the supply, erection, testing, and commissioning of the boiler, turbine, generator (BTG), flue gas desulfurization (FGD) system, and associated auxiliaries, along with electrical and control & instrumentation (C&I), balance of plant (BOP) packages, and related civil works. The project is slated for completion within 48 months.
SCCL is a 51:49 joint venture between the Government of Telangana and the Government of India. The project’s Stage I, comprising two units, was commissioned and inaugurated on August 7, 2016. Initially, the company planned a 600 MW (Unit III) expansion under Stage II but later revised the project capacity to 800 MW. The proposed expansion is located near the existing plant at Pegadpally in Jaipur Mandal, Adilabad district.
The required coal for the project will be sourced from SCCL’s SRPOC-I, SRPOC-II, RKP OC Phase-I, KK OCP mines, and future opencast mines such as SRPOC-III and RKP OC Phase-II. The Ministry of Coal allocated the Naini coal block in Odisha for the project on March 30, 2015. The water requirement for the project is 1,800 m³/h, which will be sourced from the Godavari and Pranahitha rivers.
Several consultants are involved in the project, with PFC Consulting Limited handling the preparation of the detailed project report (DPR), STEAG Energy Services (India) Private Limited acting as the technical consultant for the DPR, NTPC Limited providing general consultancy for construction and operations & maintenance (O&M) works, and Ramky Enviro Engineers Limited (REEL) will serve as the environmental consultant, while RITES Limited overseeing the project management consultancy for railway siding development.
