ADB approves loan for Indonesia clean energy transition

The Asian Development Bank has cleared a $470 million results based loan for Indonesia’s state utility PLN under the Accelerating Indonesia’s Clean Energy Transition Program. The plan supports new renewable capacity, grid upgrades and institutional strengthening. Aslan Energy Capital has also confirmed a separate $2.3 billion investment for a green energy hub in Karimun.

The ADB program will speed up the rollout of utility scale solar and wind projects. It will also reinforce grids in Java–Madura–Bali, Sumatra and Sulawesi and provide institutional support for PLN. The bank expects the initiative to reduce emissions by about 2.5 million tonnes of carbon dioxide each year. It also aims to draw more than $1 billion in private co financing. The program targets about 1,800 MW of new renewable capacity between 2026 and 2031. Total financing includes an extra $30 million from ADB managed funds and a $3 million grant from the Global Energy Alliance for People and Planet.

Recently, Aslan Energy Capital signed a heads of agreement with the Government of Karimun Regency for the $2.3 billion MU CITY project. The company describes the plan as the region’s largest single investment and positions it as a gateway for Indonesia’s low carbon shift. MU CITY will include a clean energy hub with up to 2 GW of solar and storage along with 2 GW of gas fired generation. It will also include a mobility and manufacturing hub for EV assembly and green industry. A third hub will host AI and digital infrastructure with 1.21 GW of hyperscale data center capacity.
