IWTMA outlines roadmap to strengthen Tamil Nadu’s wind energy leadership
The Indian Wind Turbine Manufacturers Association (IWTMA) has outlined a policy roadmap for Tamil Nadu focused on wind repowering, manufacturing expansion, transmission infrastructure, offshore wind development and exports as the state looks to build on its established position in India’s wind energy sector.
The industry body has commissioned a report titled “Action Items for Energy Transition in Tamil Nadu”, identifying interventions aimed at improving policy execution, attracting investment and strengthening the state’s wind manufacturing and project development ecosystem.
The report formed the basis for discussions at the Tamil Nadu Wind India Leadership Summit 2026, which brought together senior government officials, policymakers and industry representatives to examine priorities for the state’s next phase of renewable energy development.

Sridhar, Managing Director, Tamil Nadu Green Energy Corporation Limited (TNGECL); Anil Meshram, Principal Secretary, Energy, Government of Tamil Nadu; Dr. S. Vijayakumar, Additional Chief Secretary, Industries, Investment Promotion & Commerce Department, Government of Tamil Nadu; Rajesh Kulhari, Joint Secretary (Wind), Ministry of New and Renewable Energy (MNRE); Dr. Rajesh Katyal, Director General, National Institute of Wind Energy (NIWE); and Shri Sivakumar Vepakomma, Director – Power Systems, Solar Energy Corporation of India Limited (SECI); the deliberations focused on strengthening collaboration between government and industry to accelerate investments, enhance manufacturing competitiveness and unlock the state’s next phase of wind energy growth.
Policy roadmap
The report calls for improved policy implementation and a more conducive investment environment, including capital expenditure (CapEx) subsidies.
It also identifies wind repowering as a key area for intervention, with the objective of making replacement and upgrading of existing wind capacity commercially viable.
On manufacturing, the roadmap proposes development of manufacturing hubs around Ennore and VOC Port. It also recommends measures to strengthen Green Energy Corridor planning, improve grid readiness and develop transmission infrastructure ahead of anticipated demand.
Offshore wind is another focus area, with the report seeking to position Tamil Nadu as India’s leading offshore wind manufacturing and export hub as the sector develops.
Export potential
The report places particular emphasis on increasing exports of wind turbines and components from Tamil Nadu. The state currently exports wind turbines and components worth more than Rs 1,000 crore annually, supporting thousands of direct and indirect jobs.
IWTMA sees scope to build on Tamil Nadu’s existing industrial base and establish the state as a globally competitive manufacturing and export centre for wind energy equipment.

The roadmap ultimately envisages strengthening Tamil Nadu’s renewable energy manufacturing base, making wind repowering commercially viable, developing transmission infrastructure ahead of demand and establishing the state as India’s leading offshore wind manufacturing and export hub.
According to IWTMA, these measures would provide a foundation for sustainable industrial growth, energy security and long-term economic competitiveness while reinforcing Tamil Nadu’s role in India’s wind energy sector.
