Tata Power finalises Odisha for 10 GW solar ingot-wafer plant
Tata Power has finalised Gopalpur in Odisha for its Rs 6,675 crore, 10 GW solar ingot and wafer manufacturing facility, extending its solar manufacturing operations further upstream in the value chain.
The facility will be developed at the Tata Steel Special Economic Zone (SEZ) in Gopalpur, Ganjam district. The investment of Rs 6,675 crore was previously announced in January 2026.
The project is planned in two phases of 5 GW each, with the first phase targeted for commissioning by January 2028 and the second expected to follow approximately six months later, by mid-2028.
Project status
Tata Power had previously considered Andhra Pradesh as a location for the manufacturing facility before selecting Odisha. The decision was supported by the state’s incentive package, lower electricity tariffs and the immediate availability of a 128-acre land block.
Land for the project has been acquired. Site development is underway alongside environmental clearances and approvals related to water arrangements. Ground construction is scheduled to begin by October 2026.
The first 5 GW of ingot and wafer manufacturing capacity is targeted to become operational by January 2028. The remaining 5 GW is planned for commissioning approximately six months later, taking the facility to its full 10 GW capacity by mid-2028.
Solar manufacturing
The Gopalpur facility will add ingot and wafer manufacturing to Tata Power’s solar manufacturing value chain. Ingots and wafers are upstream inputs used in the production of solar cells and modules.
The project forms part of Tata Power’s plans to expand domestic solar manufacturing capacity and increase integration across the photovoltaic manufacturing supply chain.

Odisha presence
Tata Power already has a significant and growing presence in Odisha, primarily through its electricity distribution business, along with various community development and conservation initiatives. The company operates four Distribution Companies (DISCOMs) in the state: TP Central Odisha Distribution Limited (TPCODL), TP Western Odisha Distribution Limited (TPWODL), TP Southern Odisha Distribution Limited (TPSODL) and TP Northern Odisha Distribution Limited (TPNODL).
Rooftop solar deployment has also accelerated across the distribution businesses under the PM Surya Ghar Muft Bijli Yojana. The Odisha DISCOMs achieved 95,000 installations across the state, moving Odisha to ninth position in the country. They also pioneered the Utility-Led Aggregation (ULA) model, which has enabled more than 30,000 installations.
