Solar developers get till July 23 to file ALMM List-II exemptions

The Ministry of New and Renewable Energy (MNRE) has re-opened the National Institute of Solar Energy (NISE) portal for applications seeking exemption from the Approved List of Models and Manufacturers (ALMM) List-II. Renewable energy developers can now submit their claims until July 23, 2026.

The portal, which closed at midnight on June 30, 2026, has been made accessible again for developers who did not submit their applications within the original deadline.

In a notification issued on July 11, 2026, MNRE said the portal had been re-opened following requests from stakeholders seeking additional time to file exemption claims. After examining the requests, the Ministry decided to extend the submission deadline to July 23, 2026.

Background

The extension follows an Office Memorandum issued by MNRE on May 25, 2026, which stated that ALMM List-II would not be extended beyond June 1, 2026. At the same time, the Ministry introduced a protection mechanism for investments already made by allowing eligible developers to apply for exemptions through the NISE portal.

The original deadline for submitting exemption claims was June 30, 2026, and the Ministry had clarified that only online submissions would be accepted.

Implications for developers

ALMM requires solar projects to procure modules and cells from manufacturers included in the approved list. ALMM List-II covers solar cells.

The exemption mechanism is intended to protect projects that had already made investments or procurement commitments before the implementation of the revised ALMM requirements.

Developers who missed the June 30 deadline now have another opportunity to submit their claims through the NISE portal. MNRE has reiterated that no physical applications will be accepted, and all applications must be filed online.
