MNRE directs developers to use DCR portal for ALMM extension requests
The Ministry of New and Renewable Energy (MNRE) has directed renewable power developers seeking additional time for project commissioning beyond June 1, 2026, to submit their requests only through the dedicated Domestic Content Requirement (DCR) portal, as the Approved List of Models and Manufacturers (ALMM) norms for solar cells came into effect from today.
In an advisory issued to developers, the ministry stated that all requests for consideration of commissioning extensions are required to be filed through the designated DCR portal along with supporting documents and evidence, in line with the provisions of MNRE’s Office Memorandum dated May 25, 2026.
MNRE clarified that only developers falling within the eligible categories specified in the Office Memorandum will be considered for such extensions. The ministry also stated that physical applications will not be accepted.
Developers have been instructed to ensure that all information and documentary evidence uploaded on the portal are complete, accurate, and properly authenticated.
The advisory comes amid increased industry focus on the implementation of ALMM List-II for solar cells from June 1, 2026. The ministry had earlier stated that no blanket extension would be granted for compliance with the new requirement. Instead, requests for additional commissioning time would be assessed on a case-by-case basis.
According to MNRE, the approach is intended to maintain policy compliance while also considering investments already made by developers.
