RECPDCL issues RFP for interstate line to evacuate 6 GW Rajasthan solar power

REC Power Development and Consultancy Limited (RECPDCL) has issued a Request for Proposal (RFP) to select a developer for the project titled “Transmission system for evacuation of power from Rajasthan REZ Ph-IV (Part-5: 6 GW) [Barmer Complex] Barmer-II: 6 GW (Solar) (LCC Configuration)”.
The winning bidder will acquire the project special purpose vehicle, Barmer HVDC Power Transmission Limited, and will build, own, operate, and transfer the transmission assets under a tariff-based competitive bidding framework. The deadline for online bid submission is 1 April 2026.
The transmission scheme includes a new 400/220 kV substation at Barmer-II, two ±800 kV high-voltage direct current (HVDC) terminal stations at Barmer-II and South Kalamb, and an HVDC bipole line connecting the two locations. It also involves augmentation of the South Kalamb substation and installation of synchronous condenser units to support grid stability.
The selected developer will sign a Transmission Service Agreement and a Share Purchase Agreement. After an operating period of 35 years, all project assets, including land and right-of-way, will be transferred to the Central Transmission Utility at zero cost.
RECPDCL is managing the bidding process as the Bid Process Coordinator, according to the document, following its appointment by the Ministry of Power. The project is scheduled for completion within 54 months from allocation.
