CEA issues revised type test and MQAP guidelines for power equipment

The Central Electricity Authority (CEA) has issued revised versions of two regulatory documents covering major power sector equipment. The two documents are the Guidelines for the Type Tests for Major Equipment of Power Sector and the Guidelines for Model Quality Assurance Plan (MQAP) for Major Equipment of Power Sector. The revisions follow directions from the Ministry of Power and submissions from multiple stakeholders across the industry. The updated guidelines were released on January 19, 2026, and take effect immediately, replacing the earlier versions issued in March 2022.

The review process included the circulation of draft guidelines for public consultation in August 2025. Feedback received during this stage was examined and incorporated. According to the CEA, the revisions are intended to bring consistency in type test validity periods and in quality assurance practices followed by manufacturers and utilities.

Both guidelines have been granted regulatory status. They are incorporated into the Central Electricity Authority (Technical Standards for Construction of Electrical Plants and Electric Lines) Regulations, 2022, under Regulations 3(5)(b) and 3(6). This makes compliance mandatory for all covered entities.

The revised type test guidelines focus on standardising the validity of type test reports. The aim is to reduce variations in interpretation, avoid repeat testing where equipment design remains unchanged, and improve utilisation of national testing facilities.

The revised MQAP guidelines seek to align Quality Assurance Plans used across the sector. They are designed to ensure uniform quality control from manufacturing through installation, with coverage across transmission, distribution, thermal, and hydro power segments.

The CEA has directed manufacturers, utilities, and purchasers to comply with the revised guidelines with immediate effect.
