CEA issues procedure for captive unit identification by SPVs for 2025-26

The Central Electricity Authority (CEA) has issued a circular detailing the procedure for Special Purpose Vehicles (SPVs) to formally identify generating units designated for captive use. The notification is mandatory for entities seeking captive status verification for the financial year 2025-26.
According to the circular, SPVs that own a generating station and wish to verify its captive status must provide the details of the identified captive units. This communication has to be sent to the Verifying Authority, the concerned Distribution Licensee, and the relevant Regional Load Despatch Centre (RLDC) or State Load Despatch Centre (SLDC).
The notification must be submitted in a prescribed format. The details required include the name and address of the plant and the SPV, the type and total capacity of the plant, its grid connection point, and the Discoms where the captive users are located.
A tabulated section has been provided for listing each unit’s name and capacity. The circular also specifies that authenticated generation data for the identified units will be required during the verification process.
