MNRE proposes RLMM rule changes to promote local sourcing

The Ministry of New and Renewable Energy (MNRE) has issued draft amendments to the procedure for listing or updating wind turbine models in the Revised List of Models and Manufacturers (RLMM).
The proposed changes are aimed at strengthening domestic manufacturing, tightening cybersecurity controls, and simplifying documentation. Stakeholders have three weeks to submit feedback.
The draft mandates domestic sourcing of key components—blades, towers, gearboxes, and generators. A limited exemption applies to new models or manufacturers, allowing up to 50 turbines or 200 MW capacity for one year. The sourcing requirement for gearboxes and generators will take effect six months after the final order is issued.
Cybersecurity rules include local storage of all data and a ban on transferring real-time operational data outside India. Operational control must be based in India. Companies are also required to set up R&D centres within the country within six months.
All applications must now be submitted digitally to MNRE’s designated officials. Physical submissions will no longer be accepted. Existing RLMM conditions will continue to apply unless specifically amended.
