Six companies have submitted bids for the engineering, procurement, and construction (EPC) contract of the 240 MW Heo Hydro Electric Project in Arunachal Pradesh.
The bidders are Afcons Infrastructure Limited, Dineshchandra R Agrawal Infracon Private Limited (DRAIPL), G R Infraprojects Limited, Hindustan Construction Company Limited (HCC), Max Infra (India) Limited, and Patel Engineering Limited (PEL).
North Eastern Electric Power Corporation Limited (NEEPCO) invited bids for the EPC package in November 2024. The contract is estimated to cost Rs 10,612.4 million and will be executed on a turnkey basis.
The project is located in Shi Yomi District and is being implemented by NEEPCO in partnership with the Government of Arunachal Pradesh. It received approval from the Cabinet Committee on Economic Affairs in November 2024, with an investment of Rs 19.39 billion. The estimated timeline for completion is 50 months.
With a capacity of 240 MW (3×80 MW), the project is expected to generate 1,000 million units (MU) of electricity. This will help strengthen the power supply in Arunachal Pradesh and enhance grid stability.
The central government has allocated Rs 1.27 billion for infrastructure development, including roads, bridges, and transmission lines. Additionally, Rs 1.30 billion will be provided as Central Financial Assistance to cover the state’s equity share in the project. Arunachal Pradesh will receive 12% of the generated power for free, along with an additional 1% earmarked for the Local Area Development Fund (LADF).
