REC has introduced a comprehensive framework to streamline vendor operations under PM Surya Ghar: Muft Bijli Yojna, facilitating the smooth rollout of rooftop solar systems.
Appointed by the Ministry of New and Renewable Energy (MNRE) as the national registering authority and lead implementing agency, REC has outlined strict requirements for vendors.
During registration, vendors must provide accurate and complete information, as false details will lead to application rejection. Vendors must ensure that all installed rooftop solar systems meet MNRE’s technical specifications and quality standards. Distribution companies will inspect installations to verify compliance.
Vendors are expected to avoid installation delays, perform safety checks before handing over systems, and clearly communicate pricing, including all charges and taxes, with no hidden costs. They are required to provide free repair and maintenance for five years, covering malfunctioning components and system performance monitoring. Any issues related to quality, non-commissioning, or delays in central financial assistance (CFA) disbursal must be resolved promptly. Each installation must include a five-year warranty from commissioning.
REC, distribution companies, or the MNRE will inspect system quality, compliance, and performance. Vendors failing to meet standards may face de-registration and penalties. Vendor ratings will be based on installation scale, equipment quality, workmanship, and post-installation service. A mandatory helpline must be maintained to address consumer complaints within defined timelines.
