Three developers—Power Grid Corporation of India Ltd (PGCIL), Sterlite Power, and Adani Energy Solutions Ltd (AESL)—have qualified for the opening of initial price bids for the ISTS-TBCB scheme under “Navinal Transmission Ltd.” The bidding process, coordinated by PFC Consulting Ltd (PFCCL), began in May 2024 and will soon move to the e-reverse auction (e-RA) phase.

The project, officially termed the “Network expansion scheme in Navinal (Mundra) area of Gujarat for drawl of power in the area,” is estimated to cost around Rs 23.83 billion, according to the National Committee on Transmission (NCT). The scheme aims to meet the power needs of various utilities and green hydrogen/ammonia manufacturers in the Mundra area. It includes the construction of a 4×1500 MVA, 765/400kV GIS substation at Navinal and a LILO of the existing 765kV Bhuj-II – Lakadia line, covering about 280 ckm.

The project has an envisaged completion time of 21 months. Meanwhile, technical bids for several other ISTS-TBCB schemes are expected to be opened later this month, with project SPVs including Bhuj II Transmission Ltd, Angul Sundargarh Transmission Ltd, and Bikaner A Power Transmission Ltd.
