Patel Engineering Limited (PEL) has emerged as the lowest bidder (L1) for the turnkey EPC (engineering, procurement, and construction) contract of the 240 MW Heo Hydro Electric Project in Arunachal Pradesh. 

PEL quoted Rs 7,184.7 million for the contract, which was invited by North Eastern Electric Power Corporation Limited (NEEPCO) in November 2024.

Max Infra (India) Limited and Dineshchandra R Agrawal Infracon Private Limited (DRAIPL) were the L2 and L3 bidders, quoting Rs 7,558.5 million and Rs 7,880 million, respectively. The scope includes civil works, hydro-mechanical plant and machinery, testing, commissioning, and ensuring full operational performance of all units.  

Power Peak Digest has been tracking this project from the beginning. As per our records, six firms submitted bids for the EPC contract, including Patel Engineering, Max Infra, DRAIPL, Afcons Infrastructure, G R Infraprojects, and Hindustan Construction Company Limited (HCC).

The Heo project, located in the Shi Yomi district, will be developed by NEEPCO in partnership with the Government of Arunachal Pradesh. It received approval from the Cabinet Committee on Economic Affairs in November 2024, with a sanctioned investment of Rs 19.39 billion. The EPC contract is estimated at Rs 10,612.4 million.

The 240 MW project (3×80 MW) is expected to generate 1,000 million units (MU) of electricity annually. Arunachal Pradesh will receive 12% of the power free of cost, with an additional 1% allocated for the Local Area Development Fund (LADF).

The central government has allocated Rs 1.27 billion for associated infrastructure like roads, bridges, and transmission lines, and Rs 1.30 billion in Central Financial Assistance for the state’s equity share.
