New York Governor Kathy Hochul has instructed the New York Power Authority (NYPA) to develop and construct a 1 gigawatt (GW) advanced nuclear power plant in Upstate New York.

The project aims to meet rising electricity demand driven by industrial growth, building electrification, and electric vehicles, while replacing retiring fossil fuel capacity with zero-emission, baseload power.

NYPA, in coordination with the Department of Public Service (DPS), will evaluate technologies, business models, and sites. Feasibility assessments will cover safety, infrastructure compatibility, community support, and labor availability.

The initiative aligns with ongoing renewable energy efforts and includes collaboration with the New York State Energy Research and Development Authority (NYSERDA), which is leading a master plan for advanced nuclear development.

This move builds on state support for early site permitting at Constellation’s Nine Mile Point site and could involve partnerships with private firms and cross-border collaboration with Ontario.

Governor Hochul called this an “energy policy of abundance” focused on independence and supply chain security.
