UPERC disposes of Jewar Transmission’s petition for adoption of transmission charges
The Uttar Pradesh Electricity Regulatory Commission (UPERC) has disposed of the petition filed by Jewar Transmission Limited for the adoption of transmission charges related to the transmission system being established by the company.
The commission expressed displeasure with the petitioner’s approach to filing the petition. Initially, Jewar Transmission filed Petition No. 2076 of 2024 on March 27, 2024, for approval of transmission charges, but it was withdrawn due to numerous errors, including incorrect respondents. Despite these issues being highlighted, the revised Petition No. 2103 of 2024 contained similar errors.
The commission noted the discrepancies and expressed dissatisfaction, concluding that the petition could not be admitted even with a correction affidavit. To avoid confusion and ensure accurate responses from respondents, the petition was dismissed at this stage. The petitioner has been directed to submit a fresh petition in the correct manner, fully complying with relevant provisions of the Act. The commission also instructed the petitioner’s counsel to be more cautious when filing petitions to prevent such errors in the future.

CERC grants transmission licence to Powergrid Bhadla III Transmission
The Central Electricity Regulatory Commission (CERC) has approved the petition filed by Powergrid Bhadla III Transmission Limited for the grant of a separate RTM transmission licence. This pertains to the “Implementation of 01 no. of 400 kV line bay at 765/400/220 kV Bhadla-III PS for interconnection of ReNew Solar (Shakti Six) Private Limited” under the regulated tariff mechanism mode.
The commission noted that the Central Transmission Utility of India Limited, in its letter dated October 30, 2024, recommended granting the transmission licence to the petitioner.
Consequently, the commission has directed the issuance of a transmission licence to the petitioner, subject to the following conditions throughout the licence period: (a) The transmission licence will remain in force for 25 years unless revoked earlier. (b) The licensee must comply with the Transmission Licence Regulations or any future amendments during the licence’s validity. (c) The licensee can apply for a licence extension two years before the initial period ends, in accordance with Regulation 9 (2) of the Transmission Licence Regulations. (d) The licensee shall not engage in electricity trading during the licence period. (e) The licensee must pay the licence fee as per the CERC (Payment of Fees) Regulations, 2012, or any subsequent enactments. Failure to pay or delays exceeding 60 days will be considered a breach of the licence terms.

CERC approves petition filed by Jamnagar Transmission for adoption of transmission charges
The Central Electricity Regulatory Commission (CERC) has approved the petition filed by Jamnagar Transmission Limited for the adoption of transmission charges related to the transmission system being established by the company.
The commission noted that the selection of the successful bidder and the discovery of the annual transmission charges were conducted through a transparent competitive bidding process, in line with the Ministry of Power’s guidelines under Section 63 of the Act. The Bid Evaluation Committee (BEC) confirmed that the process complied with the Ministry’s guidelines. According to the BEC’s certification, Adani Energy Solutions Limited emerged as the successful bidder following the e-reverse auction, with the lowest annual transmission charges of Rs 3,917.57 million per annum.
Based on the BEC’s certification, the commission approved the adoption of the single annual transmission charges of Rs 3,917.57 million, subject to the grant of a transmission licence to the petitioner. These transmission charges will remain valid throughout the period covered by the standard transmission service agreement.
The sharing of transmission charges by the designated inter-state transmission system customers will be governed by the CERC (Sharing of Inter-State Transmission Charges and Losses) Regulations, 2020, as amended.

CERC grants transmission license to Powergrid Beawar – Mandsaur Transmission
The Central Electricity Regulatory Commission (CERC) has approved the petition filed for the grant of a transmission licence to Powergrid Beawar – Mandsaur Transmission Limited. This licence is for the establishment of the inter-state transmission system for the “Transmission system for evacuation of power from Rajasthan REZ Ph -IV (Part-2: 5.5 GW) (Jaisalmer/Barmer Complex) Part D” on a build, own, operate, and transfer basis.
The commission noted that the Central Transmission Utility of India Limited, in its letter dated September 9, 2024, recommended the grant of a transmission licence to the petitioner.
The commission has directed that the transmission licence be granted to the petitioner, subject to the fulfilment of the following conditions throughout the licence period: (a) The transmission licence will remain in force for 25 years unless revoked earlier. (b) The licensee must comply with the provisions of the Transmission Licence Regulations or any future amendments during the licence period. (c) The licensee may apply for an extension two years before the initial licence period ends, in accordance with Regulation 9 (2) of the Transmission Licence Regulations. (d) The licensee shall not engage in electricity trading during the licence period. (e) The licensee must pay the licence fee in accordance with the CERC (Payment of Fees) Regulations, 2012, as amended. Failure to pay the licence fee within 60 days will be considered a breach of the licence terms.
