Four tenders were announced in early May 2025 for the development of solar power projects across Madhya Pradesh, Jharkhand, Odisha, and Maharashtra. These include engineering, procurement and construction (EPC), storage integration, and power sale through open access.
SECI invites bids for BoS package of 200 MW solar project in Madhya Pradesh
On May 1, 2025, Solar Energy Corporation of India Limited (SECI) invited bids for the Balance of System (BoS) package of a 200 MW/260 MWp solar power project under the 1,200 MW Grid Connected Solar PV Power Project (CPSU Tranche-III) at Dhar, Madhya Pradesh. The last date for bid submission is May 22, 2025.
The scope of work includes design, engineering, procurement, and supply of equipment and materials (excluding PV modules), testing at manufacturer’s works, multi-level inspections, packing and forwarding, supply, receipt, unloading and storage at site, associated civil works, services, permits, licenses, installation and incidentals, insurance at all stages, erection, testing, and commissioning.
The successful bidder will also undertake five years of comprehensive operation and maintenance (O&M) of the solar power project. The work is expected to be completed within 12 months from the date of signing of the contract agreement.
In February 2025, SECI signed a memorandum of understanding (MoU) with the Government of Madhya Pradesh (GoMP) for setting up the 200 MW/260 MWp solar project at Badnawar in Dhar.
The project is part of the 1,200 MW grid-connected solar PV power plant under CPSU Scheme Phase-II (Tranche-III) with viability gap funding (VGF) support. The power generated will be used for self-consumption by Union and state government entities. SECI won the bids for 1,200 MW capacity and is implementing the project on a build, own and operate (BOO) basis.
NTPC re-invites bids for 56 MW floating solar with 240 MWh battery storage in Jharkhand
NTPC Limited re-invited bids on May 1, 2025, for setting up a 56 MW floating solar power project with a 60 MW/240 MWh battery energy storage system (BESS) in North Karnapura, Jharkhand. The last date for bid submission is June 24, 2025.
Bids for the same project—without the BESS component—were previously invited in October 2023.
The project involves the development of a 56 MW floating solar power project at the 1,980 MW North Karanpura (Pakri Barwadih) Thermal Power Project located in Tandwa town, Chatra district of Jharkhand.
MCL tenders 25 MW of solar capacity across Odisha mining sites
Mahanadi Coalfields Limited (MCL) invited bids on May 2, 2025, for development of a cumulative 25 MW/35 MWp solar power project at its IB Valley and Orient areas in Odisha. The last date for bid submission is May 19, 2025.
The projects are divided as follows:
- Setting up a 17 MW/23.8 MWp solar power project at Rampur Colliery in the Orient Area of MCL.
- Setting up an 8 MW/11.2 MWp solar power project at Samaleswari OCP in the IB Valley Area of MCL.
The scope of work includes design, engineering, procurement and supply, construction, fabrication and erection, installation, testing and commissioning of the cumulative grid-connected ground mounted solar power plants. A minimum 40 per cent DC overload capacity is required.
The scope also covers all civil, structural and electrical works, as well as all other accessories and facilities required to complete the plants. Power evacuation, connectivity approvals, and comprehensive O&M for 10 years are also part of the contract.
The work is expected to be completed in 730 days, with an estimated project cost of Rs 1,440.6 million.
MSRDC invites bids to sell power from 163.65 MW of solar projects across Samruddhi Mahamarg
Maharashtra State Road Development Corporation Limited (MSRDC) has invited bids for sale of power from a cumulative 163.65 MW of ground-mounted and rooftop solar photovoltaic (PV) power projects at various interchanges (ICs). The projects fall under the 250 MW Solar PV Power Project on the Mumbai-Nagpur Superhighway (Samruddhi Mahamarg). The last date for bid submission is May 23, 2025.
The scope of work involves sale of solar power through open access. This includes offtake and consumption of the contracted energy, coordinating with the seller for scheduling and forecasting, obtaining and maintaining Long-Term Open Access (LTOA) approvals, and bearing all applicable transmission, wheeling, cross-subsidy, and other surcharges. Timely payments are to be ensured via a payment security mechanism such as a Letter of Credit (LC) or Bank Guarantee.
Selected bidders will enter into a 10-year power purchase agreement (PPA) with Mahasamruddhi Renewable Energy Limited (MREL), a special purpose vehicle (SPV) of MSRDC.
The projects under this bid are:
- 2.25 MW at IC2 (Butibori)
- 4 MW at IC3 (Sindhi Dry Port)
- 10.8 MW at IC5 (Arvi Pulgaon)
- 19.3 MW at IC6 (Dhamangaon Railway)
- 29.5 MW at IC7 (Yavatmal)
- 28.5 MW at IC8 (Karanja)
- 32.8 MW at IC10 (Malegaon Jahangir)
- 23.5 MW at IC11 (Mehakar)
- 13 MW at IC13 (Sindhakhed Raja)
These installations are part of MSRDC’s larger 250 MW plan to implement ground-mounted and rooftop solar PV projects across government land at multiple ICs along the Hindu Hrudaysamrat Balasaheb Thackeray Maharashtra Samruddhi Mahamarg (HHBTMSM) Expressway.
