Dilip Buildcon emerges lowest bidder for Karnataka transmission project

Dilip Buildcon Limited (DBL) has been declared the lowest, L-1, bidder by REC Power Development and Consultancy Limited (RECPDCL) for the “Establishing 400kV Sub-station at Mekhali along with associated transmission lines (Belagavi District)”.
The project has been awarded through the tariff-based competitive bidding (TBCB) route. It includes the development of a new 400/220/33 kV air-insulated substation (AIS) at Mekhali, supported by multiple high voltage transmission lines. The scope covers a 2×500 megavolt ampere (MVA) substation with necessary bays, bus reactors, and line reactors for regional grid connectivity. RECPDCL incorporated Mekhali Power Transmission Limited as a special purpose vehicle (SPV) for the project on May 20, 2025.
Key infrastructure under the project includes two interconnecting transformers (ICTs) of 500 MVA each, two 125 megavolt ampere reactive (MVAR) bus reactors, and new line bays at 400 kV and 220 kV levels. The network will include double circuit transmission lines linking Mekhali with important nodes such as Yalwar, Dhoni, Kudachi, Mahalingpur, AEQUS (Hathargi), and Chikkodi–Mugalkhod. The design provides for future capacity expansion.
RECPDCL initiated the bidding process on 30 April 2025. Dilip Buildcon secured the leading position from six qualified bidders, which included Adani Energy Solutions Limited, KCC Buildcon Private Limited, Montecarlo Limited, Power Grid Corporation of India Limited, and Resonia Limited.
Separately, four companies have been shortlisted as technically qualified bidders for the “Transmission system strengthening for integration of additional renewable energy (RE) potential at Davanagere (0.25 GW) and Bellary (2.75 GW).” After the technical evaluation, all four applicants were found eligible to proceed. The qualified bidders are Adani Energy Solutions Limited, H G Infra Engineering Limited, Power Grid Corporation of India Limited, and Resonia Limited.
