The Delhi Electricity Regulatory Commission (DERC) has approved BSES Rajdhani Power Ltd.’s (BRPL) proposal to procure up to 92.4 million units (MUs) of electricity from Greenko Energies Private Limited on a short-term basis to meet peak summer demand. The procurement will cover the period from May 16, 2025, to July 31, 2025, specifically during the peak slots of 0000–0200 hours and 2000–2400 hours.

BRPL had requested permission to directly procure 400 MW of power, but later finalised a deal for 200 MW after negotiations. The agreed tariff is Rs 9.66/kWh after rebate, lower than prices discovered by other discoms and significantly below the variable cost of local thermal plants like PPS-I and GTPS, where rates ranged from Rs 10.59 to Rs 13.78/kWh.

The Commission acknowledged that although the average power procurement cost would rise slightly from Rs 5.79/kWh to Rs 5.93/kWh, securing this power was necessary to avoid potential load shedding during peak periods. DERC directed that BRPL should prioritise cheaper sources like the Indian Energy Exchange (IEX) if available, and during true-up of FY 2025-26, only the lower of the IEX price or Rs 9.66/kWh will be allowed.

Additionally, the Commission cautioned BRPL against last-minute procurement in the future, stressing the need for proactive planning. It also clarified that this approval is not to be treated as a precedent for future cases.
