CERC moves forward with NERES XVI transmission licence approval
The Central Electricity Regulatory Commission (CERC) has reviewed the petition by NERES XVI Power Transmission Ltd for granting an interstate transmission licence. In its order, CERC found that NERES XVI meets all necessary conditions for the licence. The commission has directed NERES XVI to issue a public notice seeking comments and suggestions regarding the licence grant.
NERES XVI Power Transmission Ltd, a wholly-owned subsidiary of Techno Electric Engineering Company Ltd, was awarded the “Transmission Scheme for North-Eastern Region Expansion Scheme-XVI (NERES-XVI)” under a tariff-based competitive bidding mode. The project includes the establishment of a 400/220/132kV substation in Gogamukh, Assam, with a transformation capacity of 1,000 MVA at 400kV and 400 MVA at 220kV. The project is slated for completion by November 30, 2026.
Techno Electric secured the project with a winning tariff bid of Rs 490.15 million during the e-reverse auction, narrowly beating Power Grid Corporation of India Ltd (L2) and Sterlite Power (L3). Techno Electric’s final bid was 15.5% lower than its initial bid of Rs 580 million, edging out PGCIL’s final bid of Rs 491.38 million by just 0.25%.
The transfer of NERES XVI Power Transmission Ltd to Techno Electric was completed on May 30, 2024, by REC Power Development & Consultancy Ltd. CERC has adopted the transmission tariff of Rs 490.15 million per year for NERES XVI, pending the final grant of the transmission licence.
In addition to NERES-XVI, Techno Electric has another project in its ISTS development portfolio: the “North Eastern Region Generation Scheme – I” (NERGS-I), with the formal transfer of the SPV completed on July 30, 2024.
CERC has instructed NERES XVI Power Transmission Ltd to submit any objections or suggestions received by August 30, 2024, with the matter scheduled for the next hearing on September 5, 2024.
