MPERC proposes self-declaration for LT electricity connections
The Madhya Pradesh Electricity Regulatory Commission (MPERC) has proposed amendments to the Madhya Pradesh Electricity Supply Code, 2021, to simplify electricity connection procedures for low-tension (LT) consumers and provide greater clarity on bill delivery and payment timelines.
The draft Sixth Amendment, notified on July 17, 2026, introduces provisions allowing self-declarations for certain LT consumers in place of contractor test reports and specifies timelines for bill issuance and payment.
Connection process
Under the proposed amendments, LT consumers with connected loads of up to 150 kW will be permitted to submit a self-declaration form instead of a contractor’s test report while applying for electricity connections. The provision, however, will not apply to categories specifically notified by the Government of Madhya Pradesh.
MPERC has clarified that the relaxation relates only to documentation requirements and does not alter existing safety obligations. Electrical wiring installations will continue to be required to comply with the Central Electricity Authority (Measures relating to Safety & Electricity Supply) Regulations, 2023.
Further, all electrical works must be undertaken by Licensed Electrical Contractors, and the materials used are required to conform to Bureau of Indian Standards (BIS) specifications.
The proposed change is expected to reduce procedural requirements for consumers while facilitating faster processing of new LT connections.
Billing provisions
The Commission has also proposed amendments relating to bill delivery and due dates.
Under the draft regulations, distribution licensees will be required to deliver bills to consumers at least 10 days before the due date through hand delivery, post, courier, email or other electronic modes.
MPERC has proposed a payment period of 15 days from the date of issue for LT agriculture consumers and 10 days for all other consumer categories.
The draft further specifies that where the due date falls on a public holiday, the next working day will be treated as the due date for payment purposes.
The amendments are intended to provide greater consistency in billing practices and reduce ambiguity regarding payment timelines.
Consultation
MPERC has invited suggestions, objections and comments from stakeholders on the draft amendment by August 7, 2026.
A public hearing on the proposed changes has been scheduled for August 11, 2026, and will be conducted in a hybrid format. The draft amendment has been made available on the Commission’s website for stakeholder review.
If adopted, the amendments will modify the Madhya Pradesh Electricity Supply Code, 2021, while retaining existing provisions relating to safety and consumer protection.
