MNRE enlists 13 GW capacity in first ALMM List-II for solar PV cells

The Ministry of New and Renewable Energy (MNRE) has released the first version of its Approved List of Models and Manufacturers (ALMM) List-II for solar photovoltaic (PV) cells, featuring a total listed capacity of 13,066 MW from six manufacturers.
Adani Solar leads with 3,832 MW across two units—1,939 MW of bifacial Mono PERC from Mundra Solar Energy and 1,893 MW of bifacial TOPCon cells from Mundra Solar PV. FS India Solar Ventures (First Solar) follows with 3,212 MW.
Emmvee Energy contributed 1,553 MW of TOPCon capacity from its Karnataka unit. Premier Energies accounts for a total of 1,924 MW, split between Premier Energies Photovoltaic (751 MW) and Premier Energies International (1,174 MW).
ReNew Photovoltaics added 1,766 MW in Mono PERC format, while Jupiter International listed 779 MW of the same.
The total listed capacity in this first release is significantly below the 25 GW manufacturing capacity announced in MNRE’s April 1, 2025, PIB release. Notable absentees from this version include Waaree Energies, TP Solar, and Websol Energy, despite prior announcements of operational cell plants. The list is expected to be updated periodically as the June 1, 2026 implementation deadline approaches.
MNRE clarified that the effective date for the implementation of ALMM List-II will be one month from its publication.
Projects that must use modules from ALMM List-I but had their bids submitted before the List-II cut-off date will not need to comply with the List-II cell requirements. This exemption holds regardless of the commissioning date.
Projects will remain exempt from ALMM List-II compliance if commissioned before June 1, 2026.
