Coal Ministry launches digital exploration module and RECLAIM framework

The Ministry of Coal (MoC) has officially launched a new exploration module on the Single Window Clearance System (SWCS) portal. The module, developed in partnership with the Central Mine Planning and Design Institute Limited (CMPDIL), went live on July 4, 2025.
This digital interface enables coal block allottees to submit exploration proposals online, including scheme vetting, updates, and final geological reports. It supports end-to-end processing with real-time tracking, automated document management, structured timelines, and dashboard-based monitoring. The module is aimed at improving transparency and cutting approval timelines.
The new module complements existing SWCS functionalities, such as mining plan approvals, mine opening permissions, and the Project Information Management System. So far, the portal has processed 126 mining plan proposals and 27 mine opening applications, reducing average clearance times by over 50 per cent.
On the same day, the MoC also launched RECLAIM, a structured community engagement and development framework designed for mine closure planning. Developed by the Coal Controller Organisation in partnership with the Heartfulness Institute, RECLAIM provides a step-by-step guide for managing community transitions during and after mine closures.
The framework includes tools, templates, and field-tested approaches tailored to the Indian context. It emphasises gender inclusion, representation of vulnerable groups, and coordination with Panchayati Raj Institutions to ensure locally relevant and equitable outcomes. RECLAIM is intended to support ecological restoration and long-term socio-economic well-being in mining-dependent regions, fostering trust and resilience in the transition process.
